The Professionals, Finance and Services Section (PFS-GWU) caters
for wide-range of employees within the services industry of Malta. The
section was established in 1964 as the National Association for Clerical and
Supervisory Staff (NACSS) to organize clerical, supervisory, technical and
managerial grades in both the private companies and State owned entities,
excluding Civil Service employees. It was later renamed the Supervisory,
Technical and Professional Staff Association (STPSA), the Professionals &
Services Section (PSS), the Services & Media Section (SMS) and in
2006 to its current name to better include its areas of representation.
Throughout its history the section was instrumental when in 1975
broadcasting services passed under the control of the State after decades of
being a monopoly in the hands of the British Company Rediffusion. Along the
years the section continued to widen its activities and in early 1980's it came
to include bank employees amongst its members when Mid Med Bank (ex-Barclays
Bank) and Bank of Valletta (ex-National Bank) from a privately owned entities
had their majority shareholding transferred to the people. Furthermore the
Section grew in representing middle management and professional staff
in various entities. One of the Section's significant achievements was when
it successfully negotiated overtime payment for bank employees and as a result
working time for employees in the sector was established for the first time in
the country. Various other accomplishments are accredited to the section along
the years thanks to the commitment of many officials and representatives.
Today PFS-GWU organizes employees in various categories, being
Professionals and Managerial employees (P&M’s), the Finance Sector
including Banks, Financial Institutions and Insurance companies, the Security
Services sector, and the Media sector.
Within the professionals sector
PFS-GWU currently represents several professional and managerial employees
mainly graduates and others professional employees across the local industry.
The group includes managers, engineers, scientists, statisticians, accountants,
legal professions, and others. The section operates in the Malta Tourism
Authority (MTA), the Malta Information Technology Agency (MITA), the managers
of the Malta Shipyards (MSL) and related companies, the Musicians at the
National Orchestra, administrative and technical staff of the Malta Football
Association (MFA), professional staff of the Malta Standards Authority (MSA), Professional
officers of GO plc, Professional employees of the Malta Council for Science
& Technology, employees at the Saint Aloysius College, the University of
Malta, the various Local Councils’ employees and other entities. The section also
organises various individual professionals that seek advice on an individual
basis in relation to their contracts of employment.
In the Finance Sector the section deals or represents members
with all the major stakeholders in Malta’s finance sector namely HSBC Malta,
Bank of Valletta (BOV), APS Bank, Malta Enterprise (ME), Lombard
Bank, Banif Bank, the Central Bank of Malta (CBM), Malta Financial
Services Authority (MFSA), Malta Stock Exchange (MSE) and a number of insurance
companies including Untours Insurance & Middlesea. In all these entities
the Union has members in various grades from non-clerical grades, to clerical
and managerial grades.
In relation to Security Services, the union organizes the vast
majority of unionized employees and discusses collectively and individually
with managements of all the major Security companies operating under license
in Malta. Whilst promoting the need for national control of the sector due
to its particular realities the section conducts collective bargaining
with the various entities it is involved with. This sector also includes
licensed local wardens represented by the Section.
The Media sector incorporates representation in print,
electronic and broadcasting services. Employees vary from journalists, camerapersons,
editors, producers, presenters, and ancillary posts of clerical and technical
nature. The Union is active in Kullhadd (Sound Vision Print), Maltastar, the
national broadcasting station Public Broadcasting Services (PBS), One
Productions Ltd, Campus FM, Education 22 and has various other freelance
members.
The
section is also actively representing other employees in other entities of
the services sector of Malta.
